I am a writer Living and Working in Philadelphia. I recently finished a manuscript ``Writing in Wet Cement,'' dedicated to bringing about better Life skills, ethical behavior and Survival Skills in BLack youth, especially Boys and Young Men.  THis book is aimed specifically at their parents, guardians and grandparents. I need help with writing the formal Book PRoposal for This Project. The 686-Page manuscript is already copyrighted by the Library of Congress.  The writer working on this Project MUST be a member of the AFL-CIO National Writers Union.
